The Connecticut State Board of Education has written a bill of rights for parents or guardians of students who are Multilingual Learners to guarantee that the rights of such parents and students are adequately safeguarded and protected. The statute also requires that school districts distribute the EL/ML Parent Bill of Rights to parents or guardians of Multilingual Learners in the district in their dominant language.
